EU Blue Card Scheme

Bulgaria is the first country to enact the EU Blue Card Scheme starting on 1 June 2011 where highly skilled workers from outside the European Union can apply to work in Bulgaria. The blue card would allow a skilled worker with a job offer to take employment in member states under the directive. It may also be possible to work in more than one EU member state using the same Blue Card.
A Directive trying to enact a "blue card" for non EU members to live and work with employment rights within the whole of the EU is being pushed forward within The EU Commission. This would permit a non EU member to work freely fin each country and travel freely between countries with your family members. The aim to bring the implementation forward to August 2011 however a number of countries have resisted.
"If we are going to realise our goals in the Europe 2020 strategy, the EU needs to remain open and competitive in the labour market, and we need to create more legal ways for migrants to come to Europe," said Maria senius, chief adviser to EU Home Affairs Commissioner Cecilia Malmstrom.
The blue card will help Companies in the EU  who are having difficulty finding suitable staff to find suitable positions in sectors such as Information Technology and Engineering. The blue card will help EU employers who need to bring in foreign skilled labour to fill these type of highly skilled levels jobs.
"We are not making these proposals only to be nice to Indian or American businessmen," senius said. "It is in our interest that companies operating in Europe can have access to the right people with the right skills at the right moment."
She said it was "high time" that the EU starting making itself more attractive to skilled workers from abroad. This will also benefit the EU economy and make EU Countries more competitive in the World
